Hon. Akila Viraj Kariyawasam,— To ask the Minister of Public Administration and Home Affairs,—
(a) Is he aware that the government has decided —
(i) not to give permanent appointments in the Public Service to a group of about 2000 who followed the Higher National Diploma in Engineering; and
(ii) not to give Programme Officer appointments to Diploma holders who have passed the Examination in Oriental Languages ?
(b) Will he state—
(i) the number of individuals expecting jobs after completing the Higher National Diploma in Engineering and the Examination in Oriental Languages, at present;
(ii) the reasons for deciding not to give permanent appointments in the Public Sector to Diploma holders of Higher National Diploma in Engineering; and
(iii) whether action will be taken to give government appointments to holders of Higher National Diploma in Engineering and Programme Officer positions to those who have passed the Examination in Oriental Languages ?
(c) If not, why ?

ගරු නියෝජ්ය කථානායකතුමනි, රාජ්ය පරිපාලන හා ස්වදේශ කටයුතු අමාත්යතුමා වෙනුවෙන් මා එම ප්රශ්නයට පිළිතුර සභාගත* කරනවා.

(අ) (i) එවැනි ඉල්ලීම් ලැබී නොමැත.
(ii) නැත.
මෙවැනි ඉල්ලීම් රජයට ලැබී නැත. එම නිසා ඒ ගැන රජය තීරණයක් ගෙන නොමැත. ප්රාචීන භාෂෝපකාර විභාගය සමත් ඩිප්ලෝමාධාරින් සඳහා වැඩසටහන් නිලධාරි සේවා ව්යවස්ථාව යටතේ සලකා නොලැබෙන්නේ එහි දක්වා ඇති සුදුකම්වලට අනුකූල නොවන බැවිනි.
(ආ) (i) රාජ්ය පරිපාලන හා ස්වදේශ කටයුතු අමාත්යාංශයට එවැනි ඉල්ලීම් ලැබී නැත. එලෙසම එවැනි තොරතුරු පද්ධතියක් මෙම අමාත්යාංශය මඟින් නඩත්තු නොකෙරේ.
(ii) එවැනි තීරණයක් ගෙන නොමැත. එම නිසා අදාළ නොවේ.
(iii) නැත.
වැඩසටහන් නිලධාරි සේවා ව්යවස්ථාව යටතේ රාජ්ය සේවයේ ස්ථිර පත්වීම් ලබා දීමේදී අධ්යාපන සුදුසුකම් වනුයේ විශ්වවිද්යාල ප්රතිපාදන කොමිෂන් සභාව විසින් පිළිගත් විශ්වවිද්යාලයකින් ලබාගත් උපාධියක් පමණක් වන අතර වෙනත් අධ්යාපන සුදුසුකම් සහිත අයදුම්කරුවන්ට මෙම සේවා ව්යවස්ථාව යටතේ අවස්ථාව සලසා නොමැත.
(ඇ) අදාළ නොවේ.
