Hon. Dayasiri Jayasekara,— To ask the Prime Minister and Minister of Buddha Sasana and Religious Affairs,—
(a) Will he inform this House—
(i) of the salaries and the allowances paid to the soldiers who serve in the Department of Civil Security;
(ii) of the recoveries made out of their salaries monthly;
(iii) whether the aforesaid recoveries are deposited in a fund;
(iv) if so, of the institution in which the aforesaid fund is maintaining its accounts;
(v) of the reasons to make such recoveries; and
(vi) of the recoveries that will be refunded to them ?
(b) Will he state—
(i) whether the salaries of the civil security personnel have been paid on the date due;
(ii) if not, the amount of arrears to be paid for them; and
(iii) the date on which the aforesaid arrears will be paid ?
(c) Will he also inform this House—
(i) of the activities that are carried out by using the personnel of the civil security force at present;
(ii) whether they have been assigned for cultivation works and other industries;
(iii) of the facilities that have been provided for them to that effect;
(iv) of the amount of money that they generate through the aforesaid activities, annually; and
(v) of the affairs for which the aforesaid monies are made use of ?
(d) If not, why ?

(අ) (i) සිවිල් ආරක්ෂක බල කායේ සාමාජිකයන්හට සේවයට පැමිණීම මත රජයේ අනුමත දෛනික දීමනාව, ජීවන වියදම් දීමනාව සහ විශේෂ දීමනාව ගෙවනු ලබයි.
(ii) 1. රාජ්ය සේවා අර්ථසාධක අරමුදල
2. යහසාධක අරමුදල
3. සුවසවිය අරමුදල
4. භටයන්ගේ ඉල්ලීම මත සිදු කරනු ලබන්නා වූ බැංකු ණය, නිවාස ණය, ජීවිත රක්ෂණ ආදී විවිධ කේවල අවකරණයන්
(iii) ඔව්.
(iv) ඉහත (ii)හි සඳහන් අවකරණයන් ප්රේෂණය කළ යුතු ආයතන සහ අරමුදල් බැංකු ගිණුම් වෙත
(v) 1. රාජ්ය සේවා අර්ථසාධක අරමුදල - අනිවාර්යය අය කිරීමකි.
2. යහසාධක / සුවසවිය අරමුදල් - අනෙකුත් සන්නද්ධ හමුදා, පොලිස් සහ සිවිල් රාජ්ය නිලධාරින්ට මෙන් මේ වන තුරු විශ්රාම වැටුප් හිමිකම, ශුභ සාධන හා රක්ෂණ ක්රම නොමැති හෙයින්, එම භටයන්ගේ ශුභ සාධනය, අභිවෘද්ධිය හා ආරක්ෂණය තහවුරු කිරීම සඳහා.
(vi) ඉහත (ii)හි සඳහන් අවකරණයන් ත්රිත්වය (රාජ්ය සේවා අර්ථසාධක අරමුදල, යහසාධක අරමුදල, සුවසවිය අරමුදල) නියමිත අවස්ථාවන්හිදී පොලිය හා ව්යවස්ථාගත ප්රතිලාභයන් සමඟින් නැවත ලබා දෙනු ලබයි.
(ආ) (i) ඔව්.
(ii) හිඟ වැටුප් ගෙවීමට නැත.
(iii) අදාළ නැත.
(ඇ) (i) රටේ ජාතික නිෂ්පාදන ක්රියාවලියට උරදෙමින් ජාතික සංවර්ධනය වේගවත් කිරීම සඳහා විවිධ ව්යාපෘති සිදු කිරීම;
අතිගරු ජනාධිපතිතුමන් හා රාජ්ය ආරක්ෂක අමාත්යාංශය වෙතින් පැවරෙන විශේෂ ව්යාපෘති සිදු කිරීම;
කොළඹ/ගම්පහ වැනි රජයේ නගර සංවර්ධන ව්යාපෘතිවලට දායක වීම;
පූජා භූමි ප්රතිසංස්කරණය/සංවර්ධනය/නඩත්තුව හා ආරක්ෂාව;
රාජ්ය හා රාජ්ය අනුබද්ධිත ආයතන වෙත ආරක්ෂාව සැපයීම;
අලිවැට ඉදිකිරීම හා නඩත්තුව;
වනාන්තර හා වනජීවි ආරක්ෂාව;
පුද්ගලික ආරක්ෂක භටයන් පුහුණු කිරීම;
රජයේ විවිධ අමාත්යාංශ හා දෙපාර්තමේන්තු සමග ඒකාබද්ධව විවිධ සේවා සැපයීම;
ඩෙංගු මර්දන/ආපදා කළමනාකරණ වැනි කාලීන හා හදිසි රාජකාරීන් ඉටු කිරීම;
ශ්රී ලංකා පොලීසිය හා ඒකාබද්ධව සිවිල් ආරක්ෂක රාජකාරීන් ඉටු කිරීම;
පෙර පාසල් හා ස්වේච්ඡා පාසල් ගුරුවරු ලබා දෙමින් ප්රාදේශීය අධ්යාපනය නඟා සිටුවීමට මහඟු පිටිවහලක් ලබා දීම;
විවිධ සමාජ සත්කාරමය ව්යාපෘතීන් ක්රියාත්මක කිරීම.
(ii) ඔව්.
(iii) අනුමත වැටුප්, දීමනා සහ අවශ්ය සියලුම උපකරණ.
(iv) ආසන්න වශයෙන් රුපියල් මිලියන 1322 කි.
(v) භාණ්ඩාගාර තැන්පත් ගිණුමට බැරකොට, අදාළ අනුමැතීන් මත ව්යාපෘති පවත්වාගෙන යාමට සහ සංවර්ධනයටත් ඒ සඳහා දෙපාර්තමේන්තු වැය පියවා ගැනීමටත් වන ප්රතිපාදන අවශ්යතා සපුරා ගැනීමට.
