1088/2026: ANIMAL HUSBANDRY IN THE VANNI : THEFT OF CATTLE

Hon. (Dr.) Pathmanathan Sathiyalingam,— To ask the Minister of Agriculture, Livestock, Land and Irrigation,— (1)

(a) Is he aware that—

(i) the main livelihood of the people in the Vanni area is agriculture and animal husbandry; 

(ii) the people are losing interest in agriculture due to epidemics, crop damage by wild animals, climate change, and lack of a proper market, etc.;

(iii) the majority of farmers are engaging in animal husbandry, as it is comparatively a more profitable industry;

(iv) however, in recent times, there has been an increase in livestock theft, and it was revealed at the recent Vavuniya–North Regional Development Committee meeting that more than 35 cattle were stolen in a single day;

(v) there has been no solution to this matter despite complaints lodged with the police; and

(vi) as a result, the people of the Vanni area are facing significant economic challenges?

(b) Will he state—

(i) if so, the solutions that will be provided in this regard; and

(ii) the time frame within which the said solutions will be provided?

(c)  If not, why?
