Hon. S. Shritharan,— To ask the Prime Minister and Minister of National Policies, Economic Affairs, Resettlement & Rehabilitation, Northern Province Development and Youth Affairs,—
(a) Is he aware that salaries are being paid to the teachers of pre-schools maintained by the Civil Security Department in Kilinochchi district by the Department itself?
(b) Will he state —
(i) separately, the number of pre-schools maintained by the Civil Security Department in Kilinochchi district, the number of pre-school teachers who receive salaries and the monthly salary of each teacher;
(ii) whether it is aware that a fee is charged from parents for the uniforms of the students studying in those pre-schools;
(iii) the amount charged from each student for uniforms;
(iv) the basis of charging that fee from parents; and
(v) the basis of printing the badge of the Army on school uniforms of these students?
(c) Will he also state —
(i) whether there will be no impact on matters such as reconciliation, ethnic harmony and unity in a post-war era, by security forces maintaining a pre-school; and
(ii) whether it is legitimate to maintain pre-schools, that comes under the purview of the Northern Provincial Council, by the security forces?
(d) If not, why?
