0128/2019: PREVENT SPREAD OF DENGUE: ROLE OF LOCAL GOVERNMENT AUTHORITIES

Hon. Chaminda Wijesiri,— To ask the Minister of Health, Nutrition & Indigenous Medicine,—

(a) Will he inform this House—

(i) whether he is aware that the Dengue fever has spread throughout the country;

(ii) if so, separately, in respect of each local government authority, the number of people died of Dengue fever from the year 2015 to date;

(iii) whether he acknowledges that the spread  of Dengue fever was due to the failure of the local government authorities to discharge their duties; and

(iv) if so, the measures initiated by the Ministry to empower local government authorities to prevent the spread of Dengue fever?

(b) If not, why?

(a)          (i)      Yes.

              (ii)      Data of dengue patients are not collected at the level of local government institutions and the data collected at district level are given in the Annex. I table* the Annex.

            (iii)      Yes.

             (iv)       ·        Providing technical advice and guidance jointly by the Ministry of Health, Nutrition and Indigenous Medicine and Ministry of Provincial Councils and Local Government to collect, dispose and recycle the waste properly.

· Taking action to coordinate with the relevant stakeholders to commence a waste management project in each province.

· Launching waste management projects in urban councils and Pradeshiya Sabhas.

· Newly appointed Members of the Western Provincial Council were educated on the current status of the dengue fever and the expected role of the local government institutions by the Dengue Control Unit of Health Ministry.

· Ministry of Provincial Councils and Local Government is one of the main stakeholders of the Presidential Task Force on Dengue Prevention. The responsibility and role of the above Ministry have been clearly stated in the Intensive Intersectorial Programme for the Prevention and Control of Dengue. Participation of the stakeholders concerned for prevention of dengue is monitored by the Presidential Task Force at national level and by the programme review meetings held daily at provincial, district and regional level. The relevant stakeholders directly responsible for the issues identified at each level are called and necessary solutions are provided.
