National Commission on Women
The Hon. Minister of Child Development and Women’s Empowerment moved the Bill to establish a Commission to advance, respect, promote and protect the rights of women and to give effect to the provisions of international treaties and standards in respect of women’s rights; and to provide for matters connected therewith or incidental thereto.
National Institute of Labour Studies
The Hon. Minister of Labour Relations and Manpower moved the Bill to establish a National Institute of Labour Studies, to establish a Board of Governors for the administration of the Institute; to establish Technical Committees and a School for Trade Unions; to conduct research, carry out surveys and provide training for the promotion of labour studies in Sri Lanka; and to provide for matters connected therewith or incidental thereto.
Construction Industry Development
The Hon. Leader of the House of Parliament moved the Bill to provide for the Overall Development of the Construction Industry in Sri Lanka; to regulate, formalize and standardize the activities of the Construction Industry; to provide for the establishment of the National Advisory Council on Construction, the establishment of the Construction Industry Development Fund and the Establishment of the Construction Industry Development Authority; and for matters connected therewith or incidental thereto.
Motion that this Parliament at its rising this day do adjourn until 9.30 a.m. on Tuesday, January 05, 2010 was passed by the House having divided under Standing Order 43 - in favour: 89, against: 54.
House agreed to the following Motions moved by the Leader of the House of Parliament for a further extension of time of the following Select Committees till 31st March, 2010;
- to investigate and recommend steps to be taken to prevent man-made disasters
- on Electoral Reforms
- to look into the alarming increase in traffic accidents
The Hon. (Ven.) Athuraliye Rathana Thero was granted leave to introduce the Bill, entitled
“Samanalagiri Satharanga (Nadi) Medical Council (Incorporation)”.
The Hon. Jayantha Samaraweera was granted leave to introduce the Bill, entitled
“Sri Lanka Institute of Draughting Technologists (Incorporation)”.
Main Business of the House for Today
Resolution under the Public Security Ordinance
Resolution moved by the Hon. Prime Minister, Minister of Internal Administration and Deputy Minister of Defence, Public Security, Law and Order that the Proclamation made by the President under Section 2 of the Public Security Ordinance (Chapter 40), as amended by Act, No. 8 of 1959, Law No. 6 of 1978, and Act, No. 28 of 1988, bringing into operation the provisions of Part II of the aforesaid Ordinance throughout Sri Lanka with effect from 02nd December 2009, was approved.
The Emergency Motion was passed by Parliament with a majority of 74 votes, extending it for another month. 95 votes were cast in favour of the motion while 21 votes were against it.
The following Supplementary Sums (appearing as Item Nos. 2 and 3 of today’s Order Paper) were passed by the House:-
(i) Head 306 - Programme 02 (Ministry of Transport) - Rs. 4,750,000,000
(ii) Head 285 - Programme 01 (Ministry of Agricultural Development and Agrarian Services) - Rs. 50,000,000
