1619/2023: "SURAKIMU GANGA" PROJECT: DETAILS

Hon. Tissa Attanayake,— To ask the Minister of Environment,—

(a) Will he inform this House—

(i) of the estimated amount for the “Surakimu Ganga” project to conserve 150 rivers initiated by the Ministry of Environment with the objective of preventing water pollution;

(ii) of the date expected to complete the project;

(iii) of the sources of funding for the aforesaid project; and

(iv) of the amount allocated for the project at present?

(b) Will he also inform this House—

(i) of the number of rivers conserved under the “Surakimu Ganga” project up to now; 

(ii) whether he admits that the progress of the aforesaid project is minimal when considering the aforesaid number of rivers; and

(iii) if so, of the reasons led to it?

(c) If not, why?

(a)           (i)       The Central Environmental Authority has reported that the Surakimu Ganga (Let Us Save Rivers) Programme was started with the objective of conserving rivers for the purpose of using water sustainably for the country’s development while providing people with clean drinking water and saving the environment and biological resources. The Central Environmental Authority has also reported that it has decided to prepare reports focusing on 103 rivers existing in Sri Lanka.

At the same time, the Central Environmental Authority has reported that provisions were allocated annually for this programme as follows:-

(ii) The Central Environmental Authority has reported that this programme was launched on 22.03.2021 and is scheduled to be completed by the year 2025.

(iii) The Treasury has allocated monetary provisions for this project.

(iv) As reported by the Central Environmental Authority, money was allocated under annual provisions as follows :-

(b) (i) The Central Environmental Authority has reported that projects were implemented based on 22 rivers, tributaries and streams mentioned below with a                  view to providing clean drinking water through conservation of rivers.

4. Kachchigal Aru 15 Pe Aru

5. Mahaweli River 16 Kanakarayan Aru

8. Kelani River 19 Mee Oya

9. Pewatta River 20. Ma Oya

10. Kalu River 21 Malwathu Oya

11. Nilwala River 22 Gal Oya

(ii)  The Central Environmental Authority has reported that a physical progress of approximately 80 % has been achieved by now under a financial progress of 129.38 million rupees for completed activities in projects implemented pertaining to 22 rivers referred to above and as such, the progress achieved even amidst the crisis situation prevailing in the country in terms of projects implemented focusing on conservation activities identified by regional committees pertaining to the 22 rivers is significant.

(iii) Not relevant.

(c) Does not arise.
