Hon. S. M. Marikkar,—To ask the Minister of Internal & Home Affairs and Provincial Councils & Local Government,—
(a) Will he inform this House—
(i) what garbage hills have been formed by the disposal of waste by local authority institutions in addition to the one in Meethotamulla;
(ii) what local authorities they belong to;
(iii) what extents of garbage exist in these garbage hills; and
(iv) whether there are hills of risky status among them?
(b) Will he also inform this House—
(i) whether these will be left to grow by dumping waste further;
(ii) if not, whether any course of action has been initiated under the Ministry of Local Government for it;
(iii) whether there is a move to secure local and foreign investments for this;
(iv) if so what they are; and
(v) if a course of action has been commenced by now, what its progress is?
(c) If not, why?

(a) (i) Mainly, no garbage hills could be identified other than Meethotamulla, Karadiyana, Bloumendhal, Kandy Gohagoda garbage hills.

(iv) (I) Three (03) projects on generating power using waste of Western Province have been started by M/S Fairway Holdings (Pvt.) Limited, M/S Western Power (Pvt.) Limited, and Renewgen Environments (Pvt.) Limited, under the direction of the Ministry of Megapolis and Western Development in association with the Western Provincial Waste Management Authority and measures have been already taken to establish 09 mechanical compost yards within the coming 06 months to compost 50 MT waste daily in the other provinces of the island and it will reduce the disposal of waste to open waste yards.
(II) It has been planned to obtain approximately 290 compactors to formalize waste transportation. Arrangements are being made to obtain and distribute 100 compactors among them using local funds.
(v) (I) Construction of the Fairway Waste Management Project implemented for Karadiyana, among the three projects of generating power using waste of Western Province and Western Power Project implemented for the garbage of Muthurajawela in Colombo Municipal Council are in progress. Its progress and the progress of the mechanical compost projects in other provinces are given in Annex 01.** Further, an issue was arisen recently as per the standard price of a unit of electricity and recommendations have been given having studied it through a committee of experts. Land for the other project, Renewgen project, has not been recognized and it has not been implemented yet.
(II) Ministry of Finance signed the Loan Agreement on 28.06.2018 to obtain approximately 200 compactors and Cabinet Appointed Procurement Committee was appointed, procurement documents were prepared and sent to Korean Exim Bank on 06.09.2018 for future action.
