The Hon. Akila Viraj Kariyawasam, Minister of Education replied to the Question under the Standing Order 23(2) of the Parliament raised by the Hon. Douglas Devananda, regarding the Renovation of the Jaffna Fort.
Main Business of the House for Today
Fisheries and Aquatic Resources (Amendment) Bill
was passed by the House with amendments.
The following Motions (appearing as Item No. 2 to 5 of today’s Order Paper) of the Parliament were moved and Passed by the House:-
(i) Issuing death certificates for the disappeared Tamil persons in the North and East
That this Parliament resolves that immediate investigations be carried out to find out whether the persons who disappeared due to various reasons during the past period of about three decades of war in the North and East are still alive or not, and if they are not alive death certificate should be issued for them.
(ii) Relocation of Military Camps in the Trincomalee District
Although the Trincomalee Navy Camp is the major military base in the Northern and Eastern coastal areas, a number of small Naval and Army Camps have been established from Pulmoddai to Lankapatuna after the end of the war and since these camps have become an obstacle to the entrepreneurship, activities of the fishermen and the Public, that this Parliament resolves that the military camps be relocated in order to assist the prosperous life of the people.
(iii) Restoration of war ruin sites to make use of such places for the benefit of the people
That this Parliament resolves that the government should take creative steps in order to restore the war ruins and the other properties, so ruined, with the intention of eradicating the memories of the destructions of war from the minds of current young generation and future generation, since the continued maintenance of the buildings, water tanks, trains, buses and the aero planes, as exhibits and security establishments, has turned out to be an obstacle, in establishing reconciliation among the nationalities of the country.
(iv) Calculating the 40% reduction limit that is calculated on the basic salary of the government servants, in terms of the gross salary inclusive of allowances
That this Parliament resolves that the 40% reduction limit should be calculated on the gross salary inclusive of allowances, as it is difficult for a newly joined government servant to obtain a loan due to aforesaid reduction limit since in terms of the government financial regulations at the time a loan is obtained, the 40% reduction limit is calculated on the basic salary, though the age old law is a bar for the government servants to obtain a loan from a state bank or affiliated bank for an emergency need or housing repair work, this reduction limit is immaterial, when obtaining seven year property loan, as 5 years permanent and pensionable service is considered.
Motion at the Adjournment Time
Motion at the Adjournment Time on “Establishment of Sri Lanka Teacher Instructors' Service” was moved by the Hon. (Dr.) Nalinda Jayathissa.
The Parliament was, thereafter adjourned at 1845 Hrs. until 1300 Hrs. on Tuesday 23rd February 2016.
