Department of Administration
The Parliamentary Staffs Act No. 9 of 1953 made legal provision for the administration of the Parliament as a distinct and separate institution of the Government. It established a Staff Advisory Committee headed by the Speaker and consisting of the Minister of Finance, the Leader of the House and the Leader of the Opposition to take policy decisions relating to the administration of the staff and to make necessary regulations.
The Staff of Parliament functions under a Secretary General who is appointed under Article 65 of the Constitution. The Secretary General also functions as the Secretary to the Staff Advisory Committee.
The Administration Department in Parliament is responsible for the Human Resources Management and Training, Establishment and Disciplinary matters. The Parliamentary Staffs Act has made provision for Departmental and financial Regulations to be made, however, the Parliament has not yet formally approved the set of draft administrative regulations which were made and currently follows the principles and rules in the Government Establishment Code and the Financial Regulations, however the Staff Advisory Committee has issued a set of rules for the disciplinary procedure which is very similar to the second part of the Government's Establishment code.
The Parliamentary staff consists of approximately 850 employees and all matters relating to recruitment, promotions, dismissals, service records, facilities and staff quarters are done by the Administration Department.
Record Room
The maintenance of the record room is also a function of the Administration Department.
Members Services
The Members Services Division in the Parliament functions under the Administration Department and it handles all matters relating to the Members' housing complex at Madiwela, the holiday bungalow at Nuwara Eliya, telephone, postal, internet and other facilities provided for Members.
Transport Division
The Transport Division also functions under the Administration Department and it maintains a fleet of vehicles including those provided to the Speaker, Deputy Speaker and Deputy Chairman of Committees. This fleet includes buses, trucks and boats in addition to the light vehicles provided for officials. |
