Standing
Order 48
| 1. |
In the case of a Bill under Standing Order 48 which
is for the incorporation of a private body, the Member
in charge of the Bill shall hand over to the Secretary
General the proposed draft Bill together with the copies
of the advertisement published in newspapers and gazette
in all three languages in terms of Standing Order 48(1). |

After the lapse of one month from the
publication of the advertisement as mentioned above,
the Bill is printed as a gazette supplement in all three
languages in terms of Standing Order 47(3). |

| 3. |
After the lapse of seven days from the
gazette publication, the Bill is placed in the Order
Paper for First Reading in terms of Standing Order 47(4).

| 4. |
After the First Reading, the Bill is allocated a number and printed, and then forwarded to the relevant Minister for a report in terms of Standing Order 47(5).

| 5. |
After the Minister's Report is received in Parliament together with the observation of the Attorney-General in terms of Article 77 of the Constitution and the Cabinet approval, the Bill is printed in the form of a Minister's Report and tabled in Parliament. |

| 6. |
If the Minister has not reported to Parliament within six months, the Bill is placed in the Order Paper for Second Reading upon such day as the Member in charge of it desires in terms of Standing Order 47(6). |

| 7. |
After the Minister's Report is tabled in Parliament and the Bill is read a second time, the Bill referred to a Standing Committee. |

| 8. |
The proceedings of the Standing Committee is conducted in terms of Standing Orders 116 to 120 and the Report of the Standing Committee is presented to Parliament in terms of Standing Orders 63 and 65. |

| 9. |
The Report of the Standing Committee is considered and reported to Parliament in terms of Standing Order 67(1). |

| 10. |
After the Bill has been reported to Parliament, the Bill is read a Third Time and passed in terms of Standing Order 67. |

| 11. |
After Third Reading any verbal or drafting
amendment may be made upon motion after notice in terms of
Standing Order 68 and forwarded for the Speaker's Certificate
under Article 79 and 80 of the Constitution and in terms of Standing Order 69. |
